सरकार की फजीहत का सबब बनी 69000 शिक्षक भर्ती, एसटीएफ के लिए किसी चुनौती से कम नहीं।
★ परिषदीय प्राथमिक विद्यालयों में 69,000 शिक्षकों की भर्ती में हुई अनियमितता में पकड़े गए आरोपियों में से एक झांसी का निकला। वो यहां मेडिकल ऑफिसर के पद पर तैनात था और तीन साल पहले स्थानांतरित होकर झांसी आया था। बचने के लिए वो 25 मई से भूमिगत हो गया था, लेकिन पुलिस के हत्थे चढ़ गया। इसके साथ ही जांच एजेंसियों ने जांच का दायरा बढ़ा दिया है। बेसिक शिक्षा परिषद के प्रदेश के प्राथमिक विद्यालयों में 69,000 की तैनाती की जानी थी । इसके लिए 6 जनवरी 2019 को लिखित परीक्षा आयोजित की गई थी।
★ परीक्षा का रिजल्ट भी तैयार हो चुका था। लेकिन मामला कोर्ट में जाने की वजह से रिजल्ट जारी नहीं हो पाया था। इसी बीच एक शिकायतकर्ता ने शिकायत की कि इस भर्ती में उसका चयन करने के लिए उससे फरवरी 2020 में रुपये मांगे गए थे। इसके साथ ही जांच एजेंसियां सक्रिय हो गईं और परत दर परत खुलती चली गई। इस मामले में पुलिस ने 11 आरोपियों को गिरफ्तार किया है। इनमें डॉ . केएल पटेल भी शामिल है। ये डॉक्टर झांसी के बंगरा ब्लॉक के प्राथमिक स्वास्थ्य केंद्र नोटा में मेडिकल ऑफिसर के पद पर साल 2017 से तैनात था। लेकिन , विगत 25 मई से गायब चल रहा था। शासन ने स्वास्थ्य विभाग से रिपोर्ट तलब की है। मुख्य स्वास्थ्य अधिकारी डॉ. जी के निगम ने बताया कि शिक्षक भर्ती में अनियमितता में पकड़े गए डॉ. केएल पटेल की रिपोर्ट शासन को भेज दी गई है। अब तक जांच में सामने आया है कि ये डाक्टर अपने सहयोगियों के साथ पंचमलाल आश्रम उच्चतर माध्यमिक विद्यालय प्रयागराज के प्रबंधक से साठगांठ कर परीक्षार्थियों की गैर कानूनी तरीकों से मदद करते थे और इसके एवज में उनसे मोटी रकम वसूलते थे।

★ आरक्षित वर्ग के अभ्यर्थियों का सामान्य वर्ग में समायोजन करने के लिए जारी 25 मार्च 1994 के शासनादेश को हाईकोर्ट में चुनौती दी गई है। मामला 69 हजार सहायक अध्यापक भर्ती से जुड़ा है। अजीत कुमार और 25 अन्य की ओर से दाखिल याचिका पर सुनवाई कर रही न्यायमूर्ति पंकज मित्तल और न्यायमूर्ति पीयूष अगवाल की पीठ ने प्रदेश सरकार से इस मामले में एक माह में जवाब दाखिल करने के लिए कहा है। याचिका में आरक्षित वर्ग को सामान्य में समायोजित करने की एनसीटीई और राज्य सरकार की अधिकारिता को भी चुनौती दी गई है। सरकार और एनसीटीई को आरक्षण प्रावधान में हस्तक्षेप कर ऐसी छूट देने की अधिकारिता नहीं है।
