शिक्षा ही किसी व्यक्ति को उसके अधिकारों और संभावनाओं के प्रति जागरूक कर सकती है, इसी को देखते हुए सूबे के सूबेदार मा. योगी आदित्यनाथ जी ने BSVY योजना को मूर्तरूप दिया है। जैसा कि हम आप लोग जानते है कि आज के दौर में जीवन का आधार शिक्षा है,परन्तु समाज बहुत से ऐसे गरीब परिवार हैं जिनकी आर्थिक स्थिति डांवाडोल है और वे शिक्षा प्राप्त करने में असमर्थ हैं, बस उन्हें आर्थिक धक्का देने की जरूरत है।
इस योजना के अन्तर्गत कामकाजी बच्चों को विद्यालय भेजने पर बालकों को 1000₹ और बालिकाओं को 1200₹ का सालाना अनुदान दिया जायेगा।
उन्होंने बताया कि गरीबी की मार झेल रहे, 8 से 18 वर्ष के बच्चों को यह अधिकार दिया जायेगा।
कामकाजी बच्चों की पहचान श्रम विभाग की ओर से सर्वेक्षण में स्थानीय निकायों, विद्यालय प्रबंध समिति,ग्राम पंचायतों के माध्यम से किया जायेगा।
बाल श्रमिकों के पुनर्वास के लिए पिछली सरकारें सिर्फ कागजी घोड़े दौड़ाती रहीं, लिहाजा इसका कोई नतीजा नहीं निकला। शहरों और कस्बों में व्यापारिक और व्यावसायिक संस्थानों में मासूम बच्चों के शोषण और उत्पीड़न के दृश्य आम हैं।

बाल श्रमिकों को उनके कार्यस्थलों से पहले भी मुक्त कराया जाता रहा है,पर उनके पुनर्वास की समुचित व्यवस्था न होने के कारण कुछ दिन बाद वे दोबारा उन्हीं स्थानों पर लौट आते थे। उम्मीद है कि योगी सरकार की नई योजना से यह सिलसिला रुकेगा और हालात के मारे बाल श्रमिकों का वास्तविक मायने में पुनर्वास किया जा सकेगा बाल श्रम घोर अमानवीय अवधारणा है जिसमें मासूम बच्चों को शिक्षा और अन्य बाल सुलभ सुविधाओं से वंचित करके श्रम की शोषणकारी भट्टी में झोंक दिया जाता है।
