केंद्र जल्द पहली से 12 वीं तक की ऑनलाइन पढ़ाई के लिए चैनल शुरू करेगा स्कूल खुलने से पहले राज्यों को बच्चों की सुरक्षा के इंतजाम करने का सुझाव राज्यों को सतर्क किया एचआरडी मंत्रालय ने सभी राज्यों को सुझाव दिया कि जब तक स्कूल नहीं खुल रहे हैं, तब तक स्कूलों में बच्चों को संक्रमण से बचाने की सारी तैयारियां कर ली जाएं। इसमें हाथ धुलने के लिए ऐसी व्यवस्था करने का सुझाव है,जहां बच्चे बगैर एक - दूसरे के संपर्क में आए साबुन से हाथ धुल सकें । इसके लिए सभी स्कूलों में साबुन अनिवार्य रूप से उपलब्ध कराने को कहा गया है ।
बच्चों को एक दिन छोड़कर स्कूल बुलाने जैसे मुद्दों पर भी चर्चा हुई स्कूलों के खुलने में देरी को देखते हुए कुछ राज्यों ने कोर्स छोटा करने की बात कही,लेकिन ज्यादातर राज्यों ने इस पर असहमति जताई और कहा कि पहले से कोर्स काफी छोटा है । हमारे पास समय कम है, तो हमें पढ़ाई के इतर होने वाली बाकी गतिविधियों को बंद रखना चाहिए।
स्कूलों को खोलने को लेकर केंद्र की तरह राज्य सरकारें भी जल्दबाजी में नहीं हैं । मानव संसाधन विकास ( एचआरडी ) मंत्रालय की ओर से इस मुद्दे पर चर्चा के लिए सोमवार को बुलाई गई बैठक में ज्यादातर राज्यों ने स्कूलों को खोलने की योजना को अगले दो महीने तक और स्थगित रखने का सुझाव दिया है । राज्यों ने तकरीबन 70 फीसद स्कूलों को क्वारंटाइन सेंटर बनाए जाने की जानकारी भी दी । इनमें करीब 200 केंद्रीय विद्यालय भी शामिल हैं । ऐसे में मंत्रालय ने संकेत दिए है कि स्कूलों के खोलने को लेकर कोई भी फैसला 15 जुलाई के बाद ही लिया जाएगा।
अनलॉक -1 के बाद कोराना संक्रमण की स्थिति को देखते हुए अगले चरण की तैयारी की जाएगी । इसकी समीक्षा 15 जुलाई के आसपास होगी । उसके बाद ही स्कूल , कॉलेज और कोचिंग सेंटर को खोलने का निर्णय हो सकता है । मंत्रालय ने स्पष्ट किया है कि गृह और स्वास्थ्य मंत्रालय के दिशानिर्देशों के बाद ही राज्य स्थानीय परिस्थितियों के आधार पर शिक्षण संस्थानों को खोलने पर कोई फैसला करेंगे।
ऑनलाइन पढ़ाई पर भी मंत्रालय ने राज्यों से चर्चा की है।ज्यादातर राज्यों ने इसे लेकर तैयारी तेज करने की जानकारी दी । कुछ राज्यों ने ऐसे बच्चों के लिए स्कूलों को खोलने की जरूरत बताई , जिनके पास अभी ऑनलाइन शिक्षा से जुड़ने का कोई माध्यम जैसे टीवी , मोबाइल आदि नहीं है । मंत्रालय ने इस दौरान केंद्र की ओर से ऑनलाइन शिक्षा को लेकर उठाए जाने वाले कदमों से अवगत कराया । साथ ही बताया कि वह जल्द ही पहली से 12 वीं तक के बच्चों के लिए अलग से एक चैनल शुरू करने जा रहा है।इसकी तैयारी में एनसीईआरटी जुटा हुआ है।इस बीच बिहार ने स्कूलों के खुलने में देरी को देखते हुए केंद्र सरकार से बच्चों को मिलने वाले मिड - डे मील का कोटा जारी करने का सुझाव दिया , ताकि बच्चों के घर तक इसे समय से पहुंचाया जा सके।
